EIS Mission

EIS’ mission was fostered almost 25 years ago.  In the late 90’s a young man in his early 20’s was working and attending college, both fulltime.   Struggling to make ends meet and on the brink of dropping out, he had to find a way to lower expenses to continue his education, a problem that faces many Americans today.  Able to finally find a place to live that offered extremely affordable rent, he was able to complete school and graduate with a degree in business.  What he did not understand at that time was that his affordable rent was made possible through the Low-Income Housing Tax Credit Program (LIHTC).  Shortly after graduation he started on an almost 20 year-long commercial real estate career.  A couple of years ago he became educated on the LIHTC Programs and remembered back to his early 20’s.  Given the chance to bring affordable communities to Florida through a relationship in the affordable housing space, EIS Housing was founded.

What We Do

The company specializes in the development of affordable, workforce, and mixed income multi-family communities throughout Florida. EIS takes a “relationship-oriented approach” to our business and we understand that relationships create community. We partner with local, state, and federal agencies utilizing their resources to bring new development to much needed communities.

How We Do It

The EIS Team excels in creating Public/Private partnerships to foster the development of sustainable, affordable communities.  EIS is experienced in the Low-Income Housing Tax Credit Programs and actively participates in both the 9% and 4% Tax Credit Programs.  We utilize other programs including SHIP, SAIL, HOME and CDBG in the development of our communities.  EIS also creates lasting partnerships with local non-profit organizations in the development, operation, and ownership of its multifamily communities, including the services provided to its residents.


Our People

For almost 20 years Christopher Savino’s passion has been helping others by using real estate as a tool.  Mr. Savino is the Founder and President of EIS Housing.  It is his mission to build sustainable, affordable communities for those in need.  

Over his career has acted as developer, broker and court appointed receiver.  He has been involved in the acquisition, development, leasing, property management and/or disposition of over $500,000,000 in real estate including multi-family, retail, and office. 

Mr. Savino was born in Miami Beach, FL.  He currently resides in the Orlando area with his wife Jennifer and their three children. Mr. Savino holds a bachelor’s degree in finance from the University of Central Florida. He is an active member of their Real Estate school and mentors’ students on the side. 

He is a He actively involved with several charitable organizations in Central Florida and encourage team members to give back. EIS Housing donates 1% of its annual profit to charity.

Brett Green is the Vice President of EIS Housing.  Since 2005, Mr. Green’s has been developing commercial and residential real estate projects throughout Florida. Since starting in the real estate business more than a decade ago, Mr. Green has successfully developed more than 1,500 residential units throughout the state. Prior to his position with EIS, Mr. Green was an Executive at The Related Group working with the Affordable Housing Division President on all aspects of the business. During his time at Related Urban, the team successfully developed several major revitalization projects that received national recognition for the positive impact these developments had on the community.

Brett currently lives in Miami, FL and enjoys playing sports, going to the beach, and travelling with his family. Mr. Green is a member of the Coalition of Affordable Housing Providers and sits on the board of Touching Miami with Love, a Miami faith-based organization that provides after school programs and mentoring to over 400 inner city youth throughout Miami-Dade County.

Mr. Roth has successful recent experience in the planning and implementation of mixed finance strategies for affordable housing and public housing. Mr. Roth has demonstrated expertise in solving complex development problems and has developed a methodology designed to meet the needs of PHA staff, commissioners, residents and the community. He also has extensive recent experience in assisting PHAs with meeting the requirements of financial rating agencies, insurance agencies, lending institutions and private investors. 

Mr. Roth is currently working directly for public housing authorities in Florida and throughout the Southeast and is under contract to NAHRO and the Florida Housing Coalition for the provision of technical assistance to PHAs and non-profit housing providers. Mr. Roth has been directly involved in securing funding commitments from a wide variety of public and private sources, including Tax Free Bonds, Federal Home Loan Bank Affordable Housing Program, Section 42 Low Income Housing Tax Credits, Florida Housing Finance Agency, HOPE VI, USDA Rural Development 515 & 538 Loan Programs, Section 8 Homeownership, HOME Program, HUD Rural Housing and Economic Development Grant program and HUD Mixed Finance. Over the last several years, Mr. Roth has successfully developed 9 affordable housing developments throughout the State of Florida.

Mr. de la Portilla has more than three decades of experience as a business owner and consultant with a unique understanding of government, politics, and business. In his role as government consultant, Mr. de la Portilla works very closely with local and state elected officials, as well as, members of staff among various municipalities, school districts, and county governments in Central Florida.

Mr. de la Portilla serves on the Board of Directors of two prominent local business organizations, NAIOP Central Florida, where he also serves on the Government Affairs Committee, and Business Force.

In 2021, Florida Governor Ron DeSantis appointed Mr. de la Portilla to the Valencia College District Board of Trustees.

Isabelle McHugh is an Affordable Development Analyst for EIS Housing. Ms. McHugh specializes in preparing applications for Florida Housing Finance Corporation as well as material and site acquisition. She’s also experienced with GIS data mapping and has worked on six (6) affordable housing developments throughout Florida. Isabelle helps to organize communications, manage projects, and explore future housing prospects.

Isabelle lives in Orlando, FL and recently graduated with her Bachelors in Management from the University of Central Florida. She is currently pursuing her Real Estate License.

Rowella Mae Yurag is a freelance Marketing Professional with more than seven years of experience in the Marketing field. She has worked with companies in the events, real estate development, and retail industries. Her skills include social media and digital marketing, content-creation for marketing collaterals, email marketing, traditional marketing, event organizing and coordination, in-store marketing and content-writing. She is also knowledgeable with tools such as Adobe Photoshop, Constant Contact, Canva, WordPress and MS Office.

She completed her degree in Bachelor of Arts in Communication from Cebu Normal University in Cebu City, Philippines, in 2013, with Cum Laude honors.
